David Kligerman
Senior Vice President and Special Counsel
David Kligerman is a Senior Vice President and Special Counsel at WBA. David joined WBA in January 2025, after two decades of federal government service. As a career member of the United States Senior Executive Service, David served as Chief Legal Officer and General Counsel of the United States Agency for Global Media (USAGM), the United States International Broadcasting Advisory Board (IBAB), and the United States Broadcasting Board of Governors (BBG). He also served as the Chief Counsel of the Voice of America (VOA). Prior to that served at the United States Department of State as an Attorney-Adviser and a Foreign Affairs Officer.
As a long-time federal agency general counsel, David brings a wealth of legal and policy experience to WBA. He regularly advised and worked with federal agency heads and leadership across Democratic and Republican administrations. David is expert in the wide range of laws, regulations, and practices which govern and inform the daily operations of Executive Branch Departments and Agencies. This includes Federal Civil Service and Labor Laws; Federal Oversight, including Inspector General, Congress, and Office of Special Counsel, Prohibited Personnel Practices, and Whistleblower Protections; Federal Fiscal and Appropriations Law, the Federal Budget Process, including the Office of Management and Budget (OMB) and Congress; Administrative Law and the Federal Rulemaking; and Federal Litigation.
David has a JD from the University of Michigan Law school, and a BA from Amherst College. He also has an MA in International Economics and Relations from the Johns Hopkins School of Advanced International Studies. He is the recipient of multiple awards during his federal service, and was an Anna Sobel Levy Graduate Fellow at the Hebrew University of Jerusalem.
